Good morning, everybody. I'm sorry we're a few minutes late, but we are checking technology
and we are live because obviously we wish this, anybody who wishes to see this meeting

Golds and I chair the licencing subcommittee and I'll be chairing this meeting of the licencing
committee. It's being held in person and committee members and key participants are present in
in the meeting. I don't believe anybody is joining us remotely. The meeting will be filmed
for the Council's website for public viewing, you have the right to see it, which is part
of openness and democracy. May I urge anybody who is contributing, only speak at my direction,
which means wave and I'll call you, and speak clearly into the microphones to ensure the
contributions can be recorded. Switch your microphone off when you want on when you want
to speak and off when you finish because if there are more than one microphone it doesn't
appear on the webcam or you have to go back. I've introduced myself now for a week for

I think it's a very relevant point.
Mr Morgan, you encapsulated something quite interesting because you said you would consider restricting the hours.
Now the premises does have a licence of which we cannot deal with anything.
You said you would consider restricting it by one hour. That would mean closing at one o 'clock in the morning.
If you're trying to send people to Colour Factory, would you consider possibly midnight?
Which then fits in with the existing regime?
Sorry, I think I wasn't very clear. We wouldn't be sending people to Colour Factory because they're separate parties.
The reason that we would be closing earlier is so that there's not a huge slew of people leaving and causing public nuisance at the same time.
So they're separate parties with separate tickets and they wouldn't be able to access Colour Factory after hours.
So the plan would be for us to slowly end the music around 12 and for people to be out by 1am.
So that the flow of people would be spread out between the parties.
Because there's various Black Pride parties going on all over London.
And we want to be considerate basically of the fact that we're not ending at exactly the same time.
And there's going to be a huge crush of people.
I think you said something very interesting there that you would sort of cease music at midnight and then sort of wind everything down to go.
So are you actually saying that you'll turn the music off at midnight?
We'd rather not but I'd be happy to if it's a case of whether the tens gets approved or not.

My concern is the issue of two o 'clock in the morning.
You know that this is an area that is densely populated.
You know there have been problems with Fabwick.
Is the possibility of a great deal of loud noise going on to two o 'clock in the morning,
which will cause huge, huge problems.
But you said earlier on that you would be thinking of ceasing music at midnight
and then using that period of gradually getting, encouraging people to leave.
Could you elaborate on that?

Mr Morgan, I don't think any of you have any questions.
could fail to be impressed by how you presented the case today. You come here in difficult circumstances
with a report that clearly shows that this authority has problems with the venue, but you have sought to persuade
colleagues that you are a different entity to the venue. This is a very difficult decision for us
because we have basically yes or no.
We have had real problems with Fabwick,
but the problem we could say today that we have listened
to you, we've been impressed by what you've said,
and we will take this on face value.
Would you be prepared to give my colleagues an absolute
undertaking of what we have heard is on face value,
that it will be recorded in the minutes, it will be recorded in the decision
that you have said that you will effectively wind down at midnight.
As I say, I put it bopping to background and I know exactly what you mean with venues.
Once upon a time in my life I was young and I know you get throbbing music
and at the end of the evening everybody's like that and they're quite happy
to suggest something to sort of put back.
